Kimmel Decries Administration For Saying 'Men Are Men' Without Medical Degrees

December 19th, 2025 9:37 AM

ABC’s Jimmy Kimmel closed the book on 2025 on Thursday by doing his best imitation of Supreme Court Justice Ketanji Brown Jackson. If Jackson claims she can’t define what a woman is because she’s not a biologist, Kimmel claims that Trump administration officials are out of their depth for claiming that “men are men” and “women are women” because they do not have medical degrees.

Kimmel began by introducing a clip of Administrator of the Centers for Medicare and Medicaid Services, Dr. Mehmet Oz, after the administration announced on Thursday that hospitals that provide gender-altering treatments to minors will be ineligible for Medicare and Medicaid reimbursement. He quipped, “And then we have JFK's other nephew, the nutty one, who held a press conference with Dr. Oz this afternoon to announce that the government is cracking down on ‘Transgender for everyone.’ Bobby Brain Worm and Mehmet the Frog are finally putting a stop to something that almost never happens: children having sex change operations, which Oz will tell you costs a lot.

Liberals like Kimmel never explain why they act like “almost never happens” is the same as “never happens.” Nevertheless, in the clip, Oz declared, “Shockingly, a phalloplasty, the creation of a penis, costs on average, in America, according to this data, high quality, $150,000 per child [jump cut] And I must point out that the creation of a vagina in that case, of a phalloplasty, or a scrotoplasty, where you add testicles, that’s extra.”

Kimmel, for some reason, thought that was amusing and then introduced another clip, “Yeah. That's how they get ya, you know. You go in for—you think you're just going in for a penis, the testicles are part of a set. Nope. They don't even come in pairs. You pay per ball for those. And then Dr. Oz ceded the podium to the deputy secretary of Health and Human Services, Mr. Jim O’Neill, who broke it down for those who, like him, do not have a medical degree.”

O’Neill was then shown gravely proclaiming that “Men are men. Men can never become women. Women are women. Women can never become men.”

Also finding O’Neill’s solemnity amusing, Kimmel retorted, “My god, he's heartbroken. That is one of the saddest mantras I've ever heard recited. Why do I get the idea he's saying that to himself in the mirror every night?”

Kimmel then played a truncated version of the same clip, but with O’Neill wearing a computer-generated wig and woman’s shirt, “Men are men. Men can never become women.”

Lamenting the whole thing, Kimmel concluded, “You see that. Never say never, Jim. You have to believe in yourself. And you have to be yourself. This is what they're talking about.

A three-year old knows that men are men and women are women, but for ABC’s funny man, such observations can only be discerned after acquiring an advanced degree.

Here is a transcript for the December 18 show:

JIMMY KIMMEL: And then we have JFK's other nephew, the nutty one, who held a press conference with Dr. Oz this afternoon to announce that the government is cracking down on "Transgender for everyone." Bobby Brain Worm and Mehmet the Frog are finally putting a stop to something that almost never happens: children having sex change operations, which Oz will tell you costs a lot.

MEHMET OZ: Shockingly, a phalloplasty, the creation of a penis, costs on average, in America, according to this data, high quality, $150,000 per child [jump cut] And I must point out that the creation of a vagina in that case, of a phalloplasty, or a scrotoplasty, where you add testicles, that’s extra.

KIMMEL: Yeah. That's how they get ya, you know. You go in for—you think you're just going in for a penis, the testicles are part of a set. Nope. They don't even come in pairs. You pay per ball for those. And then Dr. Oz ceded the podium to the deputy secretary of Health and Human Services, Mr. Jim O’Neill, who broke it down for those who, like him, do not have a medical degree.

JIM O’NEILL: Men are men. Men can never become women. Women are women. Women can never become men.

KIMMEL: My god, he's heartbroken. That is one of the saddest mantras I've ever heard recited. Why do I get the idea he's saying that to himself in the mirror every night?

O’NEILL [WITH FAKE CLOTHES AND WIG]: Men are men. Men can never become women.

KIMMEL: You see that. Never say never, Jim. You have to believe in yourself. And you have to be yourself. This is what they're talking about.
