SCOTT PELLEY, anchor: House Speaker John Boehner is moving ahead with his threatened lawsuit against President Obama for allegedly violating the Constitution by changing laws without the permission of Congress.

Late today the House Rules Committee posted a draft resolution authorizing the suit. It will focus on the changes that the president made to the employer mandate in the Affordable Care Act.
